Srividhya Ragavan

Srividhya Ragavan is the Deans Research Chair & Director of International Programs at Texas A&M University School of Law.

Professor Ragavan specializes in intellectual property, patents and trade focusing on the interdisciplinary implications of healthcare access and affordability. Her research integrates three distinct areas of expertise, being a) patents and healthcare laws, b) intellectual property’s interaction with genetic resources and bioeconomy, and c) trade law focusing particularly on development and access.

Her research is recognized for having transformed the debate on access to medicines, especially on how the patent and regulatory regime impacts pharmaceutical and health care sector. She is the co-author of Fractures in IP, Trade, and Health: Centering a Public Health Framework (Oxford University Press, 2026), Intellectual Property Law and Access to Medicines (Eds., Vanni) (Routledge Press, 2023), Diversity in Intellectual Property: Identities, Interests, and Intersections (Eds., Calboli) (Cambridge Univ. Press, 2015) and Patents and Trade Disparities in Developing Countries (Oxford Univ. Press, 2012). Her books have been uniformly well-received including being listed as part of Book Authority’s Best Intellectual Property Books, nomination for best book awards by major IP Blog such as IPKat. A prolific scholar, Ragavan has also published casebooks and compilations in intellectual property law.

Professor Ragavan’s work is well-reviewed and has featured in flagship law reviews. Her work has been cited in over a hundred and sixty nations in the globe in addition to citations by courts, international and regulatory bodies, such as the Court of Appeals for the Federal Circuit, India’s Intellectual Property Appellate Board as well as by international organizations such as the World Intellectual Property Organization. Professor Ragavan is actively engaged in international and national law reform and legal issues of import. She is an elected member of the American Law Institute and has been involved with the Center for International and Comparative Law. She has held leadership positions within the Association of American Law Schools. Ragavan has testified before government bodies such as the U.S. International Trade Commission (USITC) and the Office of United States Trade Representative (USTR). Ragavan has been associated with the National Academy of Sciences’ Committee on international bioeconomy governance. Ragavan is regularly involved with national governments and international organizations such as the World Intellectual Property Organization (WIPO), World Health Organization and the World Trade Organization. She is also engaged with the United National Economic & Social Commission for the Asia-Pacific (ESCAP).

Professor Ragavan is a Fellow at the Texas A&M University’s Institute for Healthcare Access. Internationally, she is engaged actively in intellectual property education, especially in India. She was a Fellow at the Dhirubai Ambani University and served as the advisor to its President. She served as the Founding Vice-Chancellor at India International University for Legal Education and Research, Goa India. Ragavan has held several visiting appointments including at National Law School of India University, Bangalore, National Academy of Legal Studies and Research, Hyderabad, Visiting Professor at National Law University, New Delhi, and was a Distinguished Fellow at the Research Information Systems, New Delhi.

Over the years, Professor Ragavan’s research and teaching have resulted in awards and other recognition. Ragavan was a Fulbright Nehru CORE Scholar, a Fulbright Specialist for the South Asia Region. She was a recipient of the PESCA grant in 2019; and the GIAN grant from the Govt. of India in 2016. Ragavan was an ADVANCE Administrative Fellow and was also a part of the University’s Academic Leadership Academy and was designated as the ADVANCE Champion. She was the SEC Academic Leadership Development Fellow and a University IMPACT Faculty in 2024. She was also a recipient of Student’s Access to Justice (SATJ) Award for Distinguished Pro Bono Service in 2008 and 2013 in the University of Oklahoma.

Ragavan is a regular discussant on panels in Asia, Europe, and North America in her area of expertise. She is part of the editorial board of journals in Asia, Europe and Canada. Ragavan’s has received attention from major media outlets including New York Times, Washington Post, the Fortune Magazine, South China Morning Post, South Korean Radio’s This Morning with Henry Shinn, The Daily Telegraph, All India Radio, The Hindu, and India Business Line. She is associated with domestic and international professional organizations, including the International Law Association, the Lynn Inn and the American Intellectual Property Law Association.

Prior to joining the Texas A&M faculty in 2016, Professor Ragavan served on the faculty of the University of Oklahoma College of Law and the National Law School of India University, Bangalore. She was also a visiting scholar at the University of Washington School of Law. Before entering academia, Ragavan practiced law in India and was the legal counsel at Titan Industry and Wipro Inc.

Ragavan graduated with a BA. LLB (Honors) from the National Law School of India University in Bangalore where she was a merit certificate holder. Further, Ragavan received the Overseas Development Agency Shared Scholarship Scheme (ODASS Scholarship) administered by the Administration of Commonwealth Universities to pursue her LL.M from King's College, University of London. Later, Ragavan completed her SJD from the George Washington University Law School. Ragavan was the First Texas Instruments Visiting Scholar at the Center for Advanced Study & Research on Intellectual Property at the University of Washington at Seattle.
